With reference to your communications of the 28th January last (168254/107) and of the 20th ultimo (179136/10F), I am directed by Mr. Secretary shortt to say for the information of Earl Curzon of Kedleston that he fully concurs in the action proposed by him and also, subject to the amendment

sugested in the latter of the Board of Trade of the 16th

ultimo, in the terms of the draft circular despatch

enclosed in your communication of the 28th January, which

it is proposed to send to His Majesty's Representatives

abroad.
